For the possibility of constructing any building you or others could live in, you need to file a Plan of Operation with the BLM for approval, showing you have developed a full-time operation performing diligent mining. This is difficult to get as most cannot quit their jobs to prospect fulltime and the BLM is reluctant to approve anything to live in.
